NOTICE TO CONTRACTORS
1. Sealed bids addressed to the AIRPORT BOARD of the City of Harlingen, Texas will be received at the office of the DIRECTOR OF AVIATION, AIRPORT TERMINAL BUILDING, VALLEY INTERNATIONAL AIRPORT, HARLINGEN, TEXAS, until _WEDNESDAY, DECEMBER 2ND, 2009, AT 2:00 P.M., and there publicly opened and read, for furnishing all work required for the construction of the V.I.A. UNITED LAUNCH ALLIANCE DRAINAGE IMPROVEMENTS.

2. Bids will be submitted in sealed envelopes upon the blank form of proposal included in the contract documents, and marked in the upper left hand corner V.I.A. UNITED LAUNCH ALLIANCE DRAINAGE IMPROVEMENTS.

3. All proposals shall be accompanied by a Cashier's or Certified Check in an amount not less than five (5 %) percent of the total maximum bid price payable without recourse to the City of Harlingen, Texas, or Bid Bond in the same amount. Bids without check or bid bond will not be considered.

4. The right is reserved, as the interest of the Owner may require, to reject any and all bids and to waive any informality in bids received.

5. It is the policy of the Department of Transportation (DOT) that disadvantaged business enterprises as defined in 49 CFR Part 23 shall have a maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, and to the Equal Opportunity Clause. Additionally, this project is subject to several other Federal contracting requirements. These requirements are detailed in the Specifications.

6. Plans, Specifications and Bidding Documents may be secured from the office of Brown, Leal &Associates Consulting Engineers, P.O. Box 1308 / 915 Morgan Blvd., Harlingen, Texas 78550, for a nonrefundable fee of $150.00 per set.

QUESTIONS AND/OR INQUIRIES CONCERNING THE PLANS, SPECIFICATIONS AND BIDDING DOCUMENTS SHALL BE SUBMITTED IN WRITING TO PROJECT ENGINEER JACK L. BROWN, P.E. (FAX: (956) 412-1837) (JBrown@BLEngineer.com) Plans and Specs will also be available for viewing at the A.G.C. Harlingen Branch.

7. A Mandatory PRE-BID CONFERENCE will be held on FRIDAY, NOVEMBER 20TH, 2009 AT 10:30

A.M. at the office of the Director of Aviation in the Airport Terminal Building, Valley International Airport, Harlingen, Texas.
