Man credited with helping uncover fraud scheme

WILMINGTON, Del. - An employee at United Water Delaware is being credited with helping uncover a fraud scheme originating in Houston.

The water company's public relations manager, Tom Hubbard, was told by a caller that United owed $600 for an advertisement purportedly placed in a magazine benefiting families of fallen police officers. Hubbard says he questioned the caller, Brian Brumfield, and became suspicious.

Hubbard contacted local authorities and authorities in Texas.

The Texas Attorney General's Office says Brumfield made between $10,000 and $19,000 a month since May 2006 by billing companies for fictitious ads in a non-existant publication called The Sheriff's Journal.
