Sylvia Handy ordered to home lockdown

McALLEN — A federal magistrate ordered Hidalgo County Pct. 1 Commissioner Sylvia Handy on 24-hour lockdown at her home amid allegations of witness tampering.

The order came during a hearing Monday morning in federal court.
