759 acres in La Feria to be developed

LA FERIA - A new program projected to generate $156 million will largely develop an area along Expressway 83, drawing from growth spurred by Mercedes' Rio Grande Valley Premium Outlets mall, City Manager Sunny Philip said Wednesday.

Monday, city commissioners approved the plan to develop a state tax increment financing zone that will use property tax revenue to build businesses and housing on 759 acres of largely vacant city land.

"It will increase the tax base and job opportunities," Philip said Wednesday. "It will increase economic development and at the same time provide (affordable) housing."

For about 10 years, city leaders have worked to launch the program they project will generate $31 million in property tax revenue during a 30-year period, Philip said.

City officials will use additional money such as grants to make an estimated $50 million worth of capital improvements within the zone during the 30-year period, Philip said.

"The idea is to bump income for residents of La Feria, having job opportunities and affordable housing that will improve the quality of life," Philip said.

Proposed projects include construction of a 2.5-mile roadway to run along the city's eastern section to feed traffic into retail areas, Philip said.

"This will help to create commercial corridors," he said.

Developers are projected to build business and housing improvements worth $156 million, he said. Today, the land's appraised value stands at $22 million.

The program will largely develop land along Expressway 83, just east of the new outlet mall that's projected to spur development of a retail corridor from Mercedes to Harlingen, Philip said.

"There's quite a bit of traffic and quite a bit of vacant land that can be used for retail development," he said.

The program will also fund development of housing that would be affordable to average-income residents in this city where median family incomes range from $25,000 to $30,000, Philip said.

"It is a conscious effort to contain the cost of housing," he said.

Proposed projects include development of a college or job training center and expansion of public services such as the police and fire departments, Philip said.

Other projects include development of parks and expansion of water and sewer lines, he said.

The city's paid $52,000 to hire San Antonio-based TIF Services of South Texas to serve as a consultant in the project.

In the last two years we have seen some great progress and we need to give them the opportunity to complete those projects. Vote Steve Brewer, Lori Weaver, Mrs. B and get rid of clowns like you and your bunch.

La Feria Resident, If I'm not mistaken the city tax rate has not increased in some time. Give credit where credit is due, Mr. Philip has done a great job. Projects like this are usually undertaken by larger cities with more staff. We are lucky to have someone with his vision and dedication working along with our current city commission. I wonder how many people like you were opposed to the outlet mall in Mercedes and look at it now. WOW! I just hope that everyone goes out and votes to keep this great team working together to see these projects through.

Way to go leaders of La Feria. I longed to see something like this for a very long time in the Mid Valley and couldnt be happier with this announcement. I grew up there in La Feria and everytime I go back I always see how much our little city improves. Yes its small, but new businesses are always going up, places are being remodeled, and the school system, man that was one of the best and I hear it still is. My family recently left for Harlingen and they say the school system isnt what they thought it would be for my special needs nephew. A college alone would definitely bring businesses in tenfold.

How about lowering city taxes? Sunny Phillip is a joke and a tool. Isn't it great he's worried about resident's income. If taxes weren't so expensive we probably wouldn't need a higher income.

You are mistaken about the leaders of La Feria by saying that they are going to get rich of the project. Someone may be saying this because that is the way they operate. I have worked with most of them and I can assure you that they will not do anything like that. They are god fearing people wanting to do the best for their community. Take a look at the time they volunteer for the community and the long hours put in without getting any compensation for the extra work. You do not see this attitude on public servants anywhere else. The model is set from the top. Lets support the honest ones who has proven to be good leasers doing it for the good of the community and not for personal gains.

I admire the city leaders for having the vision for the community. Most city leaders do not take these steps because they may not have the knowledge or it is not benefiting them personally. Projects like this benefits the entire community not the leaders. Leaders may get a pad in the back and have the satisfaction of doing good for the community and plenty of headache in making this happen. Don't be negative and kill the project. If so, the people will be the one loosing it. What a refresing change, the Commission working together with the Manager to make things happen rather than stabbing in the back because of their ego. Let's reelect the progressive minded people to the office. God bless you.

Outsider and resident obviously you are a bunch of naysayers, here is a group of city leaders and volunteers who are considering the future of our children by bringing in affordable housing, businesses and educational facilities so our kids don't have to leave the valley to find good jobs and all you can say is the city leaders are getting richer. Please, progress and growth needs to happen in order for a community to survive. The city of La Feria has embraced progressive programs. They are showing strong leadership by planning for the future. A waterpark? What like Edinburg where the city of Edinburg has had to bail them out using tax dollars? If instead of critizing you might want to actually give back to your community and find something to volunteer your time and effort to help someone other than yourselves.
